This division combines consulting, planning, architecture, design, and engineering services with infrastructure delivery capabilities including project management and long-term facility operations. PA Consulting, a majority-owned subsidiary acquired in 2021, operates as a global innovation and transformation consultancy with approximately 4,000 employees serving seven sectors including consumer and manufacturing, defense and security, energy and utilities, financial services, government, health and life sciences, and transport.

Jacobs serves a diverse client base including national, state, and local government agencies across the United States, Europe, the United Kingdom, Middle East, and Asia Pacific regions, alongside multinational and local private sector organizations. The company derives approximately eight percent of revenues directly from U.S. federal government agencies, with cost-reimbursable contracts representing sixty-eight percent of revenues and fixed-price contracts comprising thirty-two percent.

The company was founded in 1947 and underwent significant transformation over the past eight years through strategic acquisitions including PA Consulting and BlackLynx, positioning itself as a science-based consulting and advisory leader. In September 2024, Jacobs completed a Reverse Morris Trust transaction separating its Critical Mission Solutions and Cyber & Intelligence businesses into Amentum Holdings Inc., an independent public company. This separation streamlined Jacobs' focus on higher-value solutions and profitable growth across water and environmental, life sciences, advanced manufacturing, and critical infrastructure markets. The company emphasizes sustainability through its PlanBeyond framework and maintains zero employee fatalities at work with industry-leading safety metrics.
