The workforce spans North America at 58 percent, Europe, Africa and Middle East at 17 percent, Asia Pacific at 20 percent, and Central and South America at 5 percent. The company maintains a global execution platform with distributed centers delivering cost-efficient services worldwide.

Fluor's contract portfolio reflects a strategic shift toward lower-risk arrangements, with 81 percent of backlog consisting of reimbursable contracts as of December 31, 2025, compared to 79 percent in the prior year. The company generated 17 percent of total 2025 revenue from U.S. government agencies and 15 percent from a single Urban Solutions customer spanning multiple projects.
