In the company’s own words
Citizens, Inc. (Class A common stock, ticker symbol CIA) operates as an insurance holding company serving customers through its website at www.citizensinc.com. Since its incorporation in 1969, the company has developed a specialized focus on life insurance products in niche markets, expanding internationally beginning in 1975 to serve residents across more than 80 countries.
The company operates through two primary business segments. The International Insurance segment, which generates 64 percent of consolidated direct premiums, sells U.S. dollar-denominated life insurance, endowment, and financial products to non-U.S. residents principally in Latin America and the Pacific Rim through CICA Life, A.I. (CICA International), a Puerto Rico-domiciled subsidiary. The Domestic Insurance segment, representing 36 percent of direct premiums, distributes life insurance and financial products throughout the United States via CICA Life Insurance Company of America, Security Plan Life Insurance Company, and Magnolia Life Insurance Company. The domestic segment has experienced significant recent growth through a white-label distribution strategy, with the company licensed in 43 U.S. states and over 5,000 appointed agents as of year-end 2025.
Citizens maintains approximately $1.8 billion in total assets and over $5.4 billion in direct insurance in force. The company employs 246 full-time and part-time individuals across the United States and Puerto Rico, supplemented by a substantial network of independent agents and consultants who drive sales activity. Operations are headquartered in Austin, Texas, with additional key facilities in Puerto Rico, the Philippines, and district offices in Louisiana, Arkansas, and Mississippi.
The company's business model centers on collecting insurance premiums and investing the majority of those funds to pay future benefits, deriving revenues primarily from life insurance premiums and net investment income. A proprietary, centrally controlled mainframe-based policy administration system supports all insurance operations across acquired companies and blocks of business. The company maintains a prudent investment strategy focused on fixed maturity securities, including corporate bonds, municipal bonds, and government obligations, to generate sufficient after-tax income for policyholder and corporate obligations.
