The funds goal is to track as closely as possible, before fees and expenses, the total return of an index that measures the performance of small non-U.S. developed market companies based on their fundamental size and weight.
The fund tracks the RAFI Fundamental High Liquidity Developed ex US Small Index, which selects and weights small-cap companies in developed markets outside the U.S. based on fundamental measures of size—adjusted sales, retained operating cash flow, and dividends plus buybacks—rather than market capitalization. The fund invests at least 90% of assets in index constituents, using sampling techniques to hold a subset of securities expected to perform similarly to the full index. Because the fund samples rather than holds all index securities, its returns may diverge from the index.
