The funds goal is to track as closely as possible, before fees and expenses, the total return of an index that measures the performance of small U.S. companies based on their fundamental size and weight.
The fund tracks the RAFI Fundamental High Liquidity US Small Index, which selects and weights small U.S. companies by fundamental measures of size—adjusted sales, retained operating cash flow, and dividends plus buybacks—rather than market capitalization, comprising the smallest 12.5% of U.S. companies by fundamental score. The fund generally holds all index constituents at index weights, though it may adjust weightings to manage transaction costs, taxes, or liquidity, and may hold up to 10% of assets in securities not yet in the index or in derivatives to track performance. Because the fund's weightings may diverge from the index's to address operational considerations, its returns may differ from the index before fees.
